LORD GLENARTHUR'S TRAVEL: KOREA, HONG KONG, NEPAL AND INDIA

1.

Lord Gienarthur and the Secretary of State have approved the recommendation in Mr Cooper's submission of 7 January that Lord Glenarthur should represent HMG at the inauguration of the new Korean president on 25 February; and that the visit should be brief. The Secretary of State has also agreed that Lord Glenarthur should make a short stopover visit to talk to the Governor in Hong Kong, and a substantive visit to Nepal, on his way back from Korea. will look again at the idea of rounding off the trip with a visit to India once Mr Natwar Singh has come to London at the beginning of February.

2. I attach an outline itinerary for the trip, which makes provision for a visit to Delhi. I would be grateful if departments could confirm with Posts that these arrangements are satisfactory. FED and SEAD will no doubt wish to alert Tokyo and Bangkok to Lord Glenarthur's transits; but, while it would be comforting to have help with the transfer arrangements, the Minister would not expect undue attention at the airport. SAD should tell Delhi that Lord Glenarthur is content that Sir D Goodall should not approach the Indians about his visit for the time being; but should also seek the Post's views on the proposed travel arrangements should a visit take place.
