LORD GLENARTHUR'S TRAVEL: HONG KONG AND CHINA

1. When submitting to the Private Secretary about Lord Glenarthur's trip to Korea, Hong Kong etc I noted the Governor's suggestion that it would be helpful for Lord Glenarthur to be able to say in February that he intended to make a substantive visit to Hong Kong in May or June; and that such a visit might be linked to one to China.

The Secretary of State would prefer that Lord Glenarthur should not give any kind of commitment at this stage to the timing of a further visit. But I think that Lord Glenarthur could nevertheless make a general reference to his plans to return to Hong Kong quite
soon.
3. As luck would have it, Peking Telno 34 (copy attached) arrived just after Mr Galsworthy had minuted. Lord Glenarthur is very keen to visit China. He would like to do so as soon as is convenient after Mr Donald's arrival perhaps in the last week of May or in early June. I suggest that FED should seek Peking's views on these dates. But the Post should not go back to the Chinese on them until we have again consulted the Secretary of State. I would propose to do this shortly after his return from Japan.
