1. Please refer to my submission of 17 February.

I now submit Section H of the brief, which contains bull points for
use with the press.
3. Where the outstanding Section E (on the Defence Costs Agreement) is
concerned, there is some progress to report. The Governor has told me
this morning, subject to formal confirmation by telegram, that he believes
we have now found an acceptable way forward. The MOD negotiators are
making preparations to return to Hong Kong and resume talks on Thursday
25 February. This presents a particular practical problem, in that
Lord Glenarthur will arrive in Hong Kong while the talks are under way.
We are now preparing briefing on fairly deadpan lines: but there could
be a need for this to be supplemented if the talks have again run into
difficulties.
