Advance the exchange of intelligence. This needs to be done carefully for a variety of good reasons. However I shall be making contact with my approximate equivalents in the Japanese system and have it in mind to promote bilateral talks between analysts on particularly the Soviet Union.
Seek to extract a Japanese contribution to the International Fund for Ireland.
3. I understand that FED will kindly coordinate briefing.
My talks with the Japanese are not formal polmils nor are they intelligence exchanges as such but I should welcome solid briefs on security/arms control; East/West relations; and counter- Terrorism with particular emphasis on points of mutual UK/Japan interest; and short briefs on Afghanistan, the Gulf, Korea and Sino-British relations including Hong Kong. In discussion of all these subjects I have no doubt that the Japanese will be looking for a UK reading on US intentions. I shall also need a short but persuasive brief on the Fund. You will also supply background material on Japan.
4. I shall be on leave from 11-14 April but will call at the Office on 15 April to collect the briefs. If I could read up
on Japan as such during the preceding week this would be helpful.
