Hong Kong prospers when London and Peking are in harmony:

overriding need is to secure foundation for future stability and

prosperity of Hong Kong. This cannot be founded on confrontation

between Britain and China.

SURVEY OFFICE SURVEY OF PUBLIC OPINION FLAWED?

Clear from reactions in Hong Kong that decision to introduce

direct elections in 1991 seen as reasonable and balanced. Views on

Survey well known, and taken into account by HKG. Survey only one

element of input, which included over 130,000 submissions.

VIETNAMESE REFUGEES

Situation deteriorating: increasing arrivals and decreasing departures. Now nearly 10,000 Vietnamese refugees in Hong Kong

compared with about 7,600 in June last year.

Increasing international recognition that resettlement alone not

the answer. Vietnam must be persuaded to face its responsibilities

and to accept back, under suitable safeguards, increasing number of

boat people who do not meet refugee criteria.
