COMMONWEALTH PARLIAMENTARY ASSOCIATION (CPA):
38th PARLIAMENTARY SEMINAR AND VISIT: LONDON: SPRING 1989
1.
A meeting of the CPA Seminar Sub-Committee to discuss applications received for the 1989 Seminar and Visit is to be held on 15 November. Attached are details of numbers of requests for places including record of attendances over the past years. The final columns show the CPA UK Branch Secretary's selections. I also attach lists of Seminar discussions and opening speakers and the Seminar programme.

If you wish to present any arguments in support of places for countries in your geographical areas, please let me have them by 5pm on Thursday, 10 November.

The bidding for places is sometimes fierce. If we (FCO) wish to secure appropriate representations on merit, not only do we have to have convincing reasons why certain countries should secure places (and this includes countries already included in the CPA UK Branch Secretary's Selections) but also suggestions as to which countries on the list might be sacrificed in order to make way for the countries proposed.

4. The Seminar provides opportunities for an exchange of views between Commonwealth MPS on Parliamentary Government generally. It gives those attending an insight into the working of the British Parliamentary system. Similarly, the visit includes a regional tour and a series of informal discussions at Westminsters
