We first reported the FAC's possible Southern African inquiry in July; a copy is attached. At no time since then has the suggestion of a Hong Kong inquiry come to our ears.

3. We have been taking regular opportunities to ask the FAC Clerk, Mr Wilson, how seriously Southern Africa was to be considered for the FAC's destination next Spring. Mr Wilson has had to prevaricate, hinting of a division of opinion in his Committee. (Mr Ted Rowlands and Mr Jim Lester are apparently keen to go to Africa.) By chance, he was asked again this morning. Mr Wilson would say no more than that a decision would have to be reached by Christmas, but he expected the FAC to be donning its tropical suits next Spring.

4.

We had suspected that only Mr David Howell opposed a Southern African journey, but know now that Mr Michael Jopling is of the same mind.
