Peking has it that Vice Foreign Minister Zhou Nan, who sees the Sino-Portuguese Joint Declaration very much as part of his own preserve, insisted on leading for the Chinese side on 15 January. The Portuguese, who had been prepared to field their Foreign Minister in the expectation that the Chinese would field Wu Xueqian, then decided to have Valerio lead on their side instead. This all sounds quite plausible. Valerio told HMA that Ji Pengfei (Director of the Hong Kong and Macao Office of the State Council) would attend the ceremony, but that Wu Xueqian only "might" be able to take part.
