Dear Chris

MACAO: SINO-PORTUGUESE JOINT DECLARATION AND JOINT LIAISON GROUP

?

1. As foreseen in Carsten Pigott's letter of 11 January 1988, NCNA has reported that the instruments of ratification of the Sino-Portuguese Declaration on Macao were exchanged on

15 January between Vice Foreign Minister. Zhou Nan and Portuguese Ambassador Valerio. Chinese State Counsellor and Director of the Hong Kong and Macao Affairs Office under the State Council, Ji Pengfei and State Counsellor and Foreign Minister, Wu Xueqian were present at the signing ceremony. In his speech Zhou Nan noted that the successful settlement of the Hong Kong and Macao questions in succession had given eloquent proof of the highly scientific nature and the rationality of the great concept of "one country, two systems"; "the concept has exerted and will continue to exert a far reaching impact on the great cause of the early reunification of Taiwan with the mainland, and will provide a solid foundation for the ultimate realisation of this grand goal". After the signing ceremony, Ji Pengfei hosted a lunch which was marked by a round of mutual congratulation.

Following the exchange of the instruments of ratification the Sino-Portuguese Joint Liaison Group was established, NCNA has reported that the Portuguese side of the Joint Liaison Group will consist of:
