Teixeira (for it was he) briefed the EEC on the latest round of talks on Macao.

2. He said that from January 1989 they would have a permanent JLG office in Macao, on the lines of the JLG offices in Hong Kong. The next round of talks will also be held then. There had been three main items covered.

3.

a.

b.

c.

The first was Macao's membership of international organisations. The Chinese had raised membership of GATT (amongst other bodies) but no agreement had been reached and there will be further discussion during the next round.

The second was the localisation of public administration. The Portuguese had agreed there was a need to have more Chinese at the medium and higher levels of the bureaucracy. They felt, however, that they had made genuine efforts to improve. particular there would be two courses on Law and Public Administration offered, in Chinese, at the East Asia University from (I think) April 1989.

The third was Chinese interest in having the Macao pataca quoted in China. Teixeira said this was a very technical issue and would be discussed further in expert talks before the next round.

That's it.
