I rise to move that the Television. (Amendment)

Bill 1988 be read the second time.

Sir, First of all I would like to apologise to Xon.

Members for the short time available for consideration of

this Bill. It is a complicated piece of legislation and

so it has not been possible to rush its preparation.

including that on holding companies in March this year.

Therefore, the licensees have had plenty of time to make

plans to effect the necessary changes. It is desirable

that the more important conditions should be backed up by

legislation so that the licensees would have a degree of

certainty as regards the future regime. It is therefore

which will expire on 1 December 1988.
