Question No.11

WRITTEN REPLY BY THE SECRETARY FOR HEALTH AND WELFARE TÓ A QUESTION BY THE HON HILTON CHEONG-LEEN

IN THE LEGISLATIVE COUNCIL ON WEDNESDAY 6 JULY 1988

Question: The Environmental Protection Department has

proposed to experiment with light-weight

transparent material to cover flyovers carrying high volume traffic which are close to residential buildings in order to reduce the noise effect on residents. Will Government inform this Council whether the experiment has been completed, and if so what conclusions have been drawn; if not, when will the experiment be completed?

SECRETARY FOR HEALTH AND WELFARE:

Sir,

the Environmental Protection Department has

proposed that light-weight transparent covers should be

considered for flyovers carrying a high volume of traffic

close to residential buildings. Such a measure would be

effective in reducing the noise problem and is likely to be

more attractive than concrete covers. The practicability

and feasibility of such designs are being reviewed by the

administration, but an actual experiment has not yet been

conducted.

However, it has been agreed that two elevated

sections of the Tate's Cairn Tunnel approach roads near Choi

Hung Estate and Richland Gardens in Kowloon should be

constructed with noise reducing enclosures, and plans are in

hand to evaluate whether these enclosures could be made of

light-weight transparent materials. The Environmental

Protection Department is considering this matter together

with Highways Department.
