The purpose of this Bill is to assist the outbound travel industry to introduce self-regulation. The proposals

were announced in December last year after the Governor in Council endorsed the major principles of the policy. These measures were designed to meet three objectives :

first, to introduce self-regulation of the

outbound

travel industry

government involvement;

with limited

secondly, to replace the Travel Agents' Reserve Fund with a new compensation scheme to be established by the travel industry offering the travelling public a degree of protection; and
