Sir, with reference to the conclusion of the
Secretary's answer, can the Secretary confirm
that recreation certainly is not taking precedence
over production?

Kong's crowded situation
which applies to our waters as well as to
land, a balance has to be struck in all these
things and I think recreation is a very significant
part of the requirement of the use of waters and
has to be taken into account.

Sir, the mariculture zone in Tolo
Harbour has been frequently affected by red tides.
Does it mean that at the beginning when the
Government designated Tolo Harbour as a mari-
culture zone, insufficient consideration was
given in all the factors. Will such lessons
be learned in the future?

Sir, I understand that the designation of fish
culture zones at Yim Tin Tsai in Tolo Harbour was
made at the request of the fishermen. They were
informed of the risk from the inferior water
quality of Tolo Harbour, but they insisted that
they had confidence in their ability to operate
