outcome is a marked improvement over the present provisions of

the Mental Health Ordinance.

Dr. HỌ Kam-fai and other members have expressed concern

about the inclusion in this Ordinance of provisions relating to the mentally handicapped and the Ad Hoc Group recommended that

separate legislation should be provided for this purpose. I

can confirm that the Secretary for Education and Manpower is

already taking steps to set up a working group to examine this

issue and hopes to be able to resolve the rather complex

problems involved and reach a conclusion within the next 18

months.

mentally handicapped persons who are over 18 years of age and are, therefore, outside the jurisdiction of the Protection of

Women and Juveniles Ordinance. This is a new concept in Hong
