COMMISSIONER FOR ADMINISTRATIVE COMPLAINTS BILL 1988

THE CHIEF SECRETARY moved the Second Reading of : 'A Bill to make provision for the appointment, powers and functions of a Commissioner to investigate complaints concerning administrative actions taken on behalf of the Government or public authorities, and for purposes connected therewith.

Redress of Grievances, I said in this Council that the Government agreed in principle with the majority view that an independent authority should be established to deal with complaints alleging maladministration, and I undertook to bring forward definitive proposals for further public discussion. These proposals were brought forward in the form of a White Bill, the Commissioner for Administrative Complaints Bill 1987, which was published for public discussion on 30 October 1987.
