be kept in that condition. It does not seem appropriate,
however, to use the marine park concept for the protection
of gazetted bathing beaches, for which other forms of
protection, compatible with mass recreation, are
necessary. These include the Water Pollution Control
Ordinance and the Hong Kong Planning Standards and
Guidelines.
