Mrs, Rosanna TAM has suggested that the Administration should

First, we doubt whether the inspectors would have powers to require anyone to identify his parents or school. Second, we feel that even if such information were volunteered, it might be inaccurate or misleading, giving rise to the risk of libel action against the Administration if a person were misidentified
in a letter. Finally,
the Director of Education has expressed the view that it might be advisable not to give the impression that the supervision of children's social life is anything other than the responsibility of the parents. Given these difficulties,
I feel there is a need to examine further the feasibility of Mrs. TAM's proposal.
Sir, I will not attempt to respond to Mr. Andrew WONG's lengthy
speech. I will only say that while he may see things differently

from us, perhaps the best way to respond would be to say
