Question
Government recently announced that Hong Kong will participate in the Council of Europe Convention on the Transfer of Sentenced Persons. Will Government request the United Kingdom Government to make similar arrangements for the transfer of Hong Kong residents serving sentences in China to complete their sentences in Hong Kong?

The question of making arrangements with China
similar to those in the Council of Europe Convention on
the Transfer of Sentenced Persons is a very complex
issue which has not yet been fully and formally
addressed. No decisions have therefore been reached. I
can say, however, that the matter will be pursued and
given very careful consideration.
