environment will, after years of neglect, inevitably take
some time to become apparent.
Professor Poon made the
point that pollution problems can be avoided at no great
cost if environmental factors are taken into account at
the planning stage. He is of course quite correct, but
where this has not been done it is often a long and
expensive business clearing up the mess.
