In order to meet the needs of the rural
areas and to solve related problems, I suggest
memberships of the
that the Committee (should comprise of people familiar with the New Territories. In view
من
of the fact that the Heung Yee Kuk has been the only statutory consultatative body on the rural welfare of the people in the New Territories, I suggest that the Heung Yee Kuk be given full participation in such a
Committee. Only then will we be able to meet the needs of individual villages, and will ensure that the right priorities are set and
fairness is given and that such projects can
faily and be implemented effectively. I think that for
abit from setting this purpose the Government should set up the rural development committee to co-ordinate such improvement plans, in the fine wereas ito first few years for the Just
Lew years. A allot of funding is required and the Government may have to recruit more staff to form a departmental division to implement such pro-
jects.

Sir, the new towns developments plans have brought a decent living environment for many people who have moved to the new towns, but
the long seethering writing revident it is extremely unfair for those who live in the urban fringe and in the rural areas to estimul tolerating a severe shortage of infrastructure
ex
that it is
for a long time. I think the Government is

to
Fete Fox reviewing the situation and
make improvements as soon as possible to narrow the urban/rural gulf in the quality of life, so that those in the rural areas will also be
able to participate in the fruits of progress
of Hong Kong.
Sir with these remarks I support the motion.
