MOTIONS

WHITE PAPER THE DEVELOPMENT OF REPRESENTATIVE GOVERNMENT: THE WAY FORWARD

The Chief Secretary addressed the Council and moved the following motion:

That this Council takes note of the plans and intentions contained in the White Paper:

The Development of Representative Government: The Way Forward.

The President proposed the question on the motion and announced that the Members who had submitted notices of amendments to the motion would be called upon to move the amendments when it came to their turns to speak.

Mr. Martin LEE raised a point of order and asked that Members be allowed to move amendments to the motion before the Council debated the motion itself. This was overruled by the President on the ground that there could not be any automatic precedence for those who moved amendments.
