1988

The Housing (Amendment) Bill is the end-product

of a process which began with the publication of Government's Long Term Housing Strategy in April 1987 and

a debate in this Council last July. Following the debate,

the Administration met with the OMELCO Housing Panel on 21

September 1987 and again on 11 February 1988 to discuss

the reorganisation of the Housing Authority, which is an integral part of the strategy and the reason for the Bill. These meetings resulted in the minor amendments which Mr. F.K. HU will introduce on 3 May.

Mr.

Mr:

Mr.

I am grateful to Mr. CHAN Ying-lup, CHEUNGMr. Andrew WONG Yan-lung, Hilton Cheong-Leen, HUI Yin-fat, /Edward Holand

Mrs. Selina Chow for the attention they have given to the

reorganisation proposals and for their support of the Bill.

I am sorry to hear that Mr. Hui is still

I concerned over the future Authority's membership,

accountability and financial arrangements. I can only repeat the assurances that the Administration has already

believe given on these issues and which Zother Members have

accepted as being necessary and reasonable.

K.

In brief, Sir, the future Authority will comprise

fewer official members and these will no longer be able to

form a quorum or a majority. Other membership will

continue to reflect a wide range of interests xndx to

expertise, including estate tenants, professionals,

district board members and members of this Council, with a

balance of both old hands and new blood being maintained.

Before I apply to other comments I should say a word about Mrs. CHOW's and Mr. HUI's criticism of the timing of the announcement of the new chairman designate of the authority. We accept that it would be better to have made the law and the announcement in that order. I can only say we were anxious to meet the timetable of introducing a new arrangement on 1 April and in particular to give to the chairman designate who was paid, appointed under existing powers The opportunity to prepare himself for his new responsibilities.

No Showet to Certainly a

this Council was intended. But, nevertheless, we accept the point made and we will try to do better next time. Members should not feel Apceed in the voting for the Bill if they do not want to.
