Finance and Accountancy Constituency

There are nearly four thousand

professional accountants and twelve thousand accountancy students registered with the Hong Kong Society of Accountants, they are engaged

in public practice as well as in the financial, commercial, industrial, government and education sectors. They are serving a wide spectrum of the community and have made significant contributions to the growth and prosperity of Hong Kong. As Hong Kong is a major financial centre professional accountants ought to have their own representation

in the Legislative Council to the functional constituency system.

I am grateful for such recognition and the support from my fellow Counc members in this respect and I am sure accountants will continue to perform their useful role in Hong Kong's community affairs.

The retention of the three tiered system of Government which

has served Hong Kong well and has demonstrated in the past few years is welcome. The suggested rationalisation and improvement of their structure and the effectiveness have been carefully considered and are reasonable at this stage of our constitutional development. The clarification of the respective responsibilities and guide lines to

the administration to implement as far as possible the suggestions of District Boards are timely and would greatly assist the work of Distric こ Board members. [There is no doubt that the majority of the people in

Hong Kong are in favour of direct elections in Hong Kong. The only

question is when would be the best time for its introduction. There is

a strong lobby for direct elections in 1988. However from my own

observations, opinions and surveys differ as to whether there is an

27 overwhelming support for such a move. After considering all the

circumstances I accept that it would be better to have direct elections in 1991 and am pleased to see Government's commitment in this regard. We should now be concentrating our efforts to make it a success in integrating this concept into our development of

representative government. We should also be directing our attention to the proposals in the forthcoming draft of the basic law which will eventually be the blue print of our political structure after 1997.
