In addition to the prescribed censorship criteria

the censor will be obliged to take into account the

matters referred to

to in sub-clause 10(3). These include

the effect of the film as a whole, its artistic and

scientific merit, its cultural value and the circumstances

of its intended exhibition.

The review procedures are set out

out in clauses 16

to 19. The Board of Review will have the power to review

any decision of the Authority or a censor upon the request

of the person who has submitted the film for examination.

In addition if a person is aggrieved by the

exhibition of a film upon moral, religious, educational or

other grounds he may request the Chief Secretary to direct,

the Board to review the film.

Earlier proposals to give the Chief Secretary the films pending their

power to suspend the screening of

review have been reconsidered and dropped.
