basic tier in our three-tier system. When the Government first decided on the setting up of the district Boards, 21 the intention was to allow views from the lower level

to channel upwards. The District Board electoral college system has been implemented for less than three years and it has not yet been appraised. However, we are now faced with this abrupt abolition, leading to the destruction of the three-tier system. I dono t believe that Government can justify itself for so doing. Both District Board Members and people who participate enthusiastically in serving the grassroots, are quite at a loss. I feel that, on this issue, the White Paper has definitely made a mistake and the decision has not been arrived at after careful thinking.
