we move towards 1997, I would hope that there should be a balanced
form of representation in this legislative body, that is, one
third directly elected, one third functional constituency, and one third on an electoral college system.
So, for that reason I think that it is inappropriate
at this time to have this amendment. I think if it is not premature, it does require more careful examination, and for that reason I shall vote against the amendment.

to believe that speeches should be like miniskirts: long enough to cover the essentials, short enough to remain interesting. am afraid some of our colleagues today have opted for the dinner dress. I would like to congratulate you on your
tolerance in letting Mr Martin Lee speak about the alleged flaws floors of the opinion surveys whilst speaking on Mr. Szeto's amendment motion. On the other hand,I was gratified to hear
from Mr. Szeto Wah that indirect elections also contain an element of democracy. I think everybody should remember that and also remember the vehement attacks against my proposed system of indirect elections, for reasons that they were not
democratic at all.
