Paragraph 29 of the White Paper is indicative. says: The Government believes that direct elections are best carried out on the basis of single-seat or geographical constituencies. This raises the question of what happens to the present geographically-based electoral college seats. It is difficult to see any advantage in having two parallel systems of geographical representation in the Legislative Council, operating both directly and through District Boards. "That would mean having members elected on a geographical basis by both direct and indirect methods. In addition, having two types of geographically elected members would involve substantial increase in the size of the Legislative Council and upsetting its overall balance.

So, Sir, herein lies the answer. It is, of course, the intention of the Government to keep the majority of appointed

W members until the summer of 1994. The difficulty, Sir, is what

how Appointed do we do with these honourable members, because by 1997, we must have a fully elected legislature whether they like it or not. I have nothing against my honorable appointed colleagues except that there is no place for them, unfortunately, in the future SAR legislature. So we talk about gradual change step by step, and so on. Surely, there is no reason, therefêre., to keep so many of the appointed colleagues in this Council until the summer of 1994; because” upora is two months" deb

So that is why, if you look at the overall composition` of the Legislative Council, this particular mode of having terr/0 directly elected members introduced and having them to replace not the appointed members but the indirectly elected members,

Sir, the other point about #6
