Sir, I fully support what Mr. Wong Po-Yan has just said. I am a District Board member of the North District Board. The Government has decided that in 1991, there should be ten directly elected seats to the Legislative Council which will replace the indirectly elected seats from the District Boards now, in order to avoid double representation. I support the decision
of the Government.

Sir, I stand to speak against the amendment on the grounds that (1) the phrasing of the original motion is already wide enough for all members to express their differing views on the White Paper, and (2) such amendment unnecessarily highlights one section of the White Paper, when all aspects of it are of equal importance. And lastly, any proposals for amendments and in particular, debates on them, are wasting valuable time of the Legislative Council sitting, and delaying members to express their views on the White Paper, which is why we are here in the first place. I would therefore vote against any further proposals for amendments.
