Paper and I also hope that through the debate in this Council our people can understand and support direction of our future development towards representative government, and they will have more confidence to work for the future of

Hong Kong.

Sir, with these remarks I support: the motion.

MR NGAI (in Cantonese): Sir, the White Paper on representative government published last month provides a comprehensive and beneficial blueprint for future develop- ments. It summarises the views of various parties and

a goal that has taken into consideration the overall interests

of Hong Kong.

of our political and economic framework in past years, Hong Kong achieved shining economic success that is the focus of world attention. The general public in Hong Kong are interested in how to live and work in peace and contentment and not in the engagement in political, district board activities. The low turn-out rate in the recent B elections

illustrated this point.
