4 I feel that in fact, the divergence there is higher than with the
general public because members of boards and councils are more thin the grapal. proxie because they the
politically aware of the situation, and yet I feel that most of the people are very moderate in expressing their views, But in the Legislative Council, the very opposite is true ever since the publication of the Green Paper. If D. Sohmen feels that there
are no parties, I can say there is one group of idealists and
another group of more pragmatic people, and they may be termed conservative, and the idealists form the other group. The pragmatic
ones or the conservatives may call the other group people with ulterior motives or radicals. If we do not have mutual trust and if we do not try and cooperate, and we
e have confrontation, we continue in this manner, there are people who burn the White
Paper and there are people who try to put the fire out, then in this Council there will be a lot of conflict. If we do have such consliet let us try and Improve the situation; I do hope there will not be such conflict; I do hope the Administration will
rethink the matter and tell us whether direct elections in 1988
is really that impossible.
