The
expectation for rapid political changes and the need for a smooth transition and for a stable and prosperous Hong Kong must be reconciled to disregard convergence with the forthcoming basic law and other factors shows an inadequate grasp of political realities and the unique circumstances of Hong Kong and may invite unnecessary disruption to our community.
After weighing all the factors involved, I still believe that the introduction of direct election in 1991 to the Legislative Council is the best judgment serving the best interests of Hong Kong.
Furthermore, as I've said yesterday,
