Regarding other decisions such as whether the Governor should remain President of the Legislative Council and

twenty-one and the fact that twofthirds of pistrict Board Members should be elected and one-third appointedand Sû ster close to eighty percent of respondents were in support. However, a large number of the respondents felt that in 1991, the number of elected members to the

Legislative Council should be equal to or greater than
