We must be gradual We must avoid the shock of
sudden changes. So, although we have set the new target for development in 1991, I feel that
Chemy is there should be reviews and amendments when
circumstances require. Concerning the status of District Boards in this Council, We must see to it that representative government converges with the Basic Law and I hope that Hong Kong and the British and Chinese
Governments will maintain close contact.
Changing the Electoral College system will
obviously sever the direct link between this
Council and Fistrict Boards. This change is far from perfect and we must ensure cooperation and coordination between central government and
district boards.
If it is helpful for Hong Kong and the development of public opinion, we should set up/tutory and high powered specialist committees; then, that will certainly give rise to more balanced cooperation in social and economic development
and perfect the existing system of consultations.
I support the proposal to introduce ten Urban Council seats elected from pistrict Boards similar to the case in the New Territories, with New Territories District Boards being
elected into the Regional Council.
