The government respects this view and there

will be no change in the position of the Governor as the

President of the Legislative Council for the time being.

On the question of the existing composition of

this Council, public opinion generally favoured a gradual

approach to change in 1988. We have therefore concluded

that there should be no major change to

to the existing

composition of Legislative Council in that year. Further

change will of course be necessary in the longer term: the

Special Administration Region legislature of the future (SAR) will be fully elected, and

when post-1997 constitutional arrangements are clearer, it

will be necessary to take systematic steps, to bring the

the composition of the Legislative Council into line with that

of the system of representation of key sectors of the
