An occupation permit for a building will not be granted

until the prescribed equipment has been installed.

Thereafter a registered contractor must inspect the

equipment each year and certify to the Director of Fire

Services that it is in good working order. If a fire

takes place in the upper floors before a building is

completed and before the anti-fire equipment has been

installed, to reach the floors above the 15th floor, the Department would have to lay hoses in order to

extinguish the fire (as they might well have to do on

the floors below the 15th floor if their access to the

building was blocked by the construction works).
