applied to Hong Kong shall be implemented through legislation by the Hong Kong Special Administrative Region". Article 8 provides "The laws previously in force in Hong Kong... shall be maintained". These are very clear provisions which should set to rest concerns about due protection of property rights.
I trust that the Hansard Records will leave you in no doubt about the importance which the Government and Parliament attach to the drafting of the Basic Law. This is of course, primarily the responsibility of the Chinese Government: but as co-signatories of the Joint Declaration we have a right and a duty to satisfy ourselves that the Basic Law fully implements the principles enshrined in the Sino British Agreement. are in close contact with the Chinese authorities about the draft and are drawing to their attention points of concern in Hong Kong and elements in the draft which wẹ consider are in need of improvement. I am pleased to say that the Chinese authorities have welcomed our comments and are evidently making a genuine effort to take account of all views expressed.
