Dear Tim,
In your wind-up speech in the Hong Kong debate on Friday, 15th July, you said to me that I was wrong to suggest that this was the last time the UK Parliament would have an opportunity to express its views on Hong Kong. Strictly speaking, you are, of course, right, but what I meant and I'm sure you know that, was this was the last time we'd be able to say anything meaningful about the Basic Law.
I can't see any major change being made in the Second Draft.
It was because of that that I was very specific in my speech rather than making general remarks.
You said that you would write to Members whose questions or positions you had not been able to respond to because of time and I look forward to hearing from you.
