Miss Lydia Dunn will visit London from 18 to 21 January.
Should the Secretary of State receive her?

I recommend that the Secretary of State should receive her for
about half an hour. I understand a convenient time would be
10.30 am on 19 January.
Background

Miss Dunn is the senior unofficial Legislative Council member.
She is also a senior Executive Council member. Her visit,
ostensibly in connection with her business interests, has been timed to coincide with the likely date, 20 January, for the Hong Kong debate. The intention is that her visit should help to present an alternative view on the Review of representative government and
other current issues following Mr Martin Lee's visit last month. The Hong Kong Government London Office is arranging a programme of calls on MPs, including if possible a meeting with the Anglo-Hong
Kong Parliamentary Group, and an informal press lunch.
4. A call on the Secretary of State by Miss Dunn would be
particularly timely in view of the forthcoming Debate and the
current White Paper exercise. As the Secretary of State knows,
