LORD GLENARTHUR'S LETTER TO MR MARTIN LEE
1. Mr Fong of the South China Morning Post telephoned me from Hong Kong this morning. He said that he had been passed a copy of Lord Glenarthur's letter to Mr Martin Lee and was ringing as a courtesy to ask whether Lord Glenarthur would object to its publication.
2. I said that we had not sought to publicise the contents of the letter. I assumed that the source of the copy he had obtained had originally been Mr Lee. As far as we were concerned, the letter had not been classified and Mr Lee was free to do what he wanted with it.
3. You and News Department will no doubt wish to consider whether we should now make copies available here on request; or merely confirm that texts obtained elsewhere are accurate.
