CALLS ON THE SECRETARY OF STATE AND LORD GLENARTHUR BY MISS LYDIA DUNN:

Miss Lydia Dunn is to call on the Secretary of State and Lord Glenarthur at

10.30am and 11.00am respectively on 19 January. The background is set out in my

submission of 6 January. I submit points to make at these meetings.

B 2. A copy of Miss Dunn's programme in London is also attached. Of particular

interest are:

(a) a press lunch/briefing on 18 January;

(b)

(c)

a meeting with Mr Kaufman immediately after her meetings with the Secretary

of State and Lord Glenarthur; and

a meeting with the British-Hong Kong Parliamentary Group at 6.30pm on

19 January.

The Hong Kong Government Office are encouraging as many MPs as possible, on both

sides of the House, to attend the British-Hong Kong Parliamentary Group meeting.

I think this meets the Secretary of State's point (your minute of 15 January) that

she should see the less helpful as well as the helpful MPs.

3. In the relatively short time available, the Secretary of State may wish to

focus on the subject of direct elections and give Miss Dunn a steer on the points

she should try to get across at her meetings with Mr Kaufman and MPs

which take place later that day. Lord Glenarthur may prefer to cover a broader

spectrum of current Hong Kong issues. Defensive lines are included on the issues

which Miss Dunn may take the initiative in raising.
