Welcome opportunity for discussion. Understand importance you attach to issue of representative government in Hong Kong. Can assure you it is given equal importance by HMG and HKG.
2.
Should make one point clear from the outset. HKG have conducted review of representative government in closest
consultation with HMG. We have full confidence in their handling of review. Conducted in good faith by all concerned.
3.
Survey Office carried out its task impartially. Independent
monitors have attested to this. Survey Office report fair and
objective. No slant given to review by HMG or HKG. No basis for insinuations you have made to the contrary.

Have taken careful note of your views. Right you should express them frankly: assume they are sincerely held. Right that these important issues should be fully debated.

But suggest such debates should be reasoned and constructive. Should have full regard to overall interests of Hong Kong; their particular circumstances; and views expressed by whole community. Members of LegCo have particular responsibilities. Systematic denegration of HMG's motives serves no constructive purpose.
