The majority of respondents in Hong Kong, even though they had not read the White Paper, favoured the gradualist approach recommended in it. Many believed that China had influenced the outcome but this did not affect their views. main opposition in Hong Kong came from the 'pro-democracy' factions. Their views were given extensive coverage in the media. Overseas, 'pro-democracy' views were also accorded wide coverage and they appear to have received more sympathetic treatment in editorials and commentaries. Members of Parliament are taking a critical interest in the matter in the context of the Basic Law.
