MAR 28 '88 13:47 HK GOVT. Sr

George L. Hicks

Main points:

1. Agreed with all that had been said.

2. The common thread was that Hong Kong is already into the

transition period.

3. The J.D. is glib.

V.K. assurances should not have been believed, U.K. economic interests are paramount, the U.K. is weary of the whole business and, in any case, does not want to be confronted with millions of Hong Kong Chinese seeking entry to the U.K.

4. The slide is accelerating.

5. The PRC is using Hong Kong to achieve its own ends.

From the floor

1. After a handful of unremarkable questions and comments

I was given the platform for about 5 minutes and tried to redress the balance.

2. Joseph Cheng finished the discussion with a comparison between

the 1984 and 1987 Green Papers; saying that the interests of the Hong Kong people were being sacrificed for the sake of a smooth transition and high degree of continuity at any price.
