announced in this White Paper will be:
(a) to introduce ten Members directly
elected from
constituencies;
geographical
(b)
to abolish the present geographically-
based electoral college system
election, but retain two special
constituencies for the Urban and
Regional Councils
to each
elect one
Member to the Legislative Council.
