Thank you for your letter of 8 February.
As you know, on 10 February the Hong Kong Government
published their White Paper, "The Development of
Representative Government: The Way Forward", which
announced inter alia that ten directly elected members
would be introduced into the Legislative Council in
1991.

I know that this decision does not go as
you, and some people in Hong Kong, would have wished.
But many others regard it as a very good decision which
represents a balanced and reasonable response to the
views expressed by the people of Hong Kong and their
representatives.
