Police Morale
11.
Feedback from North district indicates that morale among
members of the police force is generally low. There is concern that the present high wastage rate in the force is outpacing recruitment and would effectively preclude any expansion with a view
to 1997. Although the discontent was not approaching the level of
1977 it was close enough to it for one major grievance to cause a
recurrence of the demonstrations of that year.
