Sir, we do not expect that everyone in this
should
Chamber. let alone the community as a whole,
support each and every clause of the White Paper. That is why the motion which I have proposed today seeks Members' agreement that we should take note of the plans and
intentions contained in it. As to the Implementation of
the plans in the White Paper, there will, of course, be
further opportunities for Members to debate each of the
proposals which require legislation and to express their
views,
But it is

considering the way forward for political development, in
Hong Kong, to seek a concensus view that will meet the
needs of the community as a whole and satisfy a majority
