SHENYANG PLA SEEKS TO IMPROVE

The Shenyang Military Region and the people's government of the three provinces of Liaoning, Jilin and Heilongjiang have decided after consultation to simplify the ceremonious exchanges among the higher authorities in connection with the campaign "to support the government and cherish the people" and "to support the army and give preferential treatment to the families of revolutionary armymen and martyrs" during this year's Spring Festival in order to concentrate efforts on helping the grassroots solve their problems and to strengthen the relations between the military and the government, and between the military and the people, through a new work style which is cultured, practical and frugal.
The Shenyang Military Region's Commander Liu Jingsong, and Political Commissar Song Keda recently led some staff to visit a certain unit which had violated discipline quite seriously in its relations with the masses. They also visited the local governments and masses of the region where the unit was stationed to seek their views and listen to their criticism. They guided the unit to rectify its discipline and work style, establish a system of holding mectings to discuss relations between the military and the people, draft a pledge to cherish the people, and conduct an extensive campaign to observe discipline and cherish the people. This quickly put an end to the grievances of the masses and renewed the close ties between the military and the government and between the military and the people...
Leading organs of the Shenyang Military Region have also urged their units to conduct an extensive campaign to check the discipline of their troops in their relations with the masses, and to settle unsolved issues between the military and the masses through consultation and talks with the people of the areas concerned...

IIclicopter brigade for Shenyang Military Region On 8th February, four China-made Zhi-9 helicopters flew above the Shenyang (?Dongcha) airport to proclaim the formal establishment of the second helicopter brigade of our army "the helicopter brigade of a certain combined army of the Shenyang Military Region". This helicopter brigade, which has changed from being an air unit of the Shenyang Air Force into an army unit, will support the military training of the army, and will also take part in such tasks as rescuing local people and salvaging their property during natural disasters. Ministry spokesman rejects rumours of Jiang Qing's release (Excerpt) Justice Ministry sokesman Lu Jian made
it clear this morning [9th February] that Jiang Qing is still serving her sentence in prison. Lu Jian made this remark during a telephone interview with this reporter. The spokesman denied that Jiang Qing had been released on parole as reported by foreign media. Lu Jian said it had been rumoured that Jiang Qing was ill and was living with her daughter. This was groundless, he added. On Jiang Qing's life in prison, Lu Jian said that she was in normal physical condition, with the exception of occasional sicknesses caused by old age.

Lawyer system to be improved (Text) China will reform its lawyer system to help improve democracy and law enforcement, the 'People's Daily' reported in its overseas edition today [27th January]. The paper quoted Chen Zhuo, Vice-President of the National Lawyers Association, as saying that the current system has some demerits in its organisational structure and practices. "For example, the fact that all law offices are
run by the state is not conducive to the improvement of the system," Chen said. He said the current system lacks competition, adversely affecting lawyers' initiative and creativeness. Moreover, this results in a lack of confidence among foreigners involved in lawsuits, he said.
