... Reporter: Comrade Hou Jie, can you tell us how the work will be divided among the several provincial deputy governors?

Hou Jie: We have not yet studied this question. However, I can say that Deputy Governor Chen Yunlin was in charge of day-to-day work and assisted me with financial and planning work in the past, and since Deputy Governor Liu Zhongli has been assigned by the central authorities to another post, Deputy Governor Chen will have to take charge of Liu Zhongli's work. Deputy Governor An Zhendong is fairly familiar with industry, and was in charge of it in the past. Being a veteran Deputy Governor, he will have to attend to capital construction and other work in many fields. Deputy Governor Du Xianzhong was in charge of financial, political and legal work in the past. According to 'Hunan Ribao', Comrade Qiao Shi, member of the CCP Central Committee Political Bureau Standing Committee, Secretary of the Central Discipline Inspection Commission, and Vice-Premier of the State Council, carried out an inspection in Hunan's Changsha, Yueyang, Yiyang,

Changde, Xiangxi, Xiangtan and Zhuzhou from January to 8th February. He said that party and government functions should be separated in line with the spirit of the 13th national party congress, and that party organisations at all levels should grasp the major affairs, do practical things, and devote still greater effort to party building, including building in organisation, ideology and work style.

Qiao Shi said: It is essential to set strict demands on party members at all levels. We must govern the party with strictness. We cannot say that party members' standards can be lowered and the demands on party members relaxed just because we are in the initial stage of socialism. The key to governing the party with strictness lies in improving the quality of party members. We must conduct for the party members education in basic Marxist theory, in the line, principles and policies since the third plenary session of the 11th CCP Central Committee, and in basic party knowledge and party spirit and discipline, to ensure that they can withstand the tests of holding power and of reform and opening up and truly become qualified party members capable of meeting the requirements of the new era.

Qiao Shi said that we must start with the leading cadres in governing the party with strictness. This is because the leading cadres are in leading posts, and their words, actions and behaviour have a great impact on party members and the masses. And only if the leading cadres have upright work style themselves can they boldly and forcefully correct unhealthy trends in the party, and can each level grasp and lead forward another level, steadily grasping the work to the end, with all levels forming a good party style. . .

During his inspection of Hunan, Comrade Qiao Shi listened to reports on economic, political and legal, and discipline inspection work, and visited some factories, villages, specialised households and poor households.

Hunan Provincial Party Committee Secretary Mao Zhiyong, Provincial Advisory Commission Chairman Wan Da, and Provincial Discipline Inspection Commission Secretary Shi Xinshan accompanied Comrade Qiao Shi during his inspection.
